What Tax Rate Should I Use for My Invoices?

September 9, 2026

Someone asked me for a universal invoice tax rate once, and I laughed, then realized they’d been using a flat 7{e0bed9560a59d6d3feee569f5ae3dad3ee14a646b3fccc2d16becbf099999e03} on every invoice for a year, across three states. The cleanup took a full weekend and one amended return. There is no safe default rate. Using one anyway is how small businesses manufacture audit penalties out of thin air.

The rate you use is the combined rate at the customer’s location: state + county + city + special district. In destination-based states, the majority, that’s the ship-to or service-performed address. In the few origin-based states, it’s your business location. My rule of thumb: assume destination unless you’ve confirmed otherwise for that specific state, because guessing wrong in the origin direction is the expensive mistake.

Two details that trip people up. First, the same customer can mean different rates on different orders if they have multiple locations, rate follows the delivery address, not the billing address. Second, exempt items don’t take the rate at all: a $2,000 invoice that’s half exempt services gets the rate applied to $1,000, not $2,000. Rate selection and item classification are a pair; either one wrong breaks the invoice.

Where I get rates: my invoicing software resolves them from the address automatically, and I cross-check new jurisdictions against the state DOR lookup before the first invoice goes out. Belt and suspenders, thirty seconds.

Takeaway: combined local rate at the delivery address, verified once per new jurisdiction, no flat defaults, ever.
